Diana Márquez

I am Diana Márquez, a lawyer, notary public and mediator, a specialist in restorative justice and a restorative dialogue facilitator. I advance restorative practices in the justice system, in prisons and in the community, with harm repair and victims' needs at the centre.

Education

  • Lawyer and Notary Public, Universidad Nacional de La Plata (1992).
  • Postgraduate degree in Real Property Law, Universidad de Buenos Aires (2001).
  • Pre-litigation Mediator, Ministry of Justice of the Province of Buenos Aires (2012).
  • Specialist in Family Mediation, Fundación CIJUSO.
  • Specialist in Restorative Justice and dialogue facilitator.

Professional Experience

  • President of SAJuR (Argentine Society of Restorative Justice).
  • National Coordinator of the Víctimas por la Paz group.
  • Director of the Restorative Justice Area and member of the Executive Board of Asociación Pensamiento Penal, and editor of its Restorative Justice and Alternative Dispute Resolution section.
  • General and Regional Coordinator of the Integral Reparation Programme (PRI), run by Asociación Pensamiento Penal and Víctimas por la Paz.
  • Secretary of the Board of Cooperativa Liberté, made up of people in prison and victims of ordinary crime, which promotes self-management and social integration through work and education.
  • Board Member and Director of the Mediation Centre of the Necochea Bar Association (since 2012). She served as Vice-President of the Bar Association from 2024 to 2026.
  • Mediation Area Delegate at COLPROBA (Buenos Aires Province Bar Council).
  • Co-founder of ULIB (Universidad Liberté Popular y Libre).
  • Restorative Dialogue Facilitator, organising and leading encounters with victims and both direct and surrogate offenders.

Teaching

  • Lecturer in the UBA Postgraduate Programme in Negotiation and Conflict Resolution, in «Restorative Practices and Mediation in Conflicts with Criminal Consequences», and guest lecturer in the Chair of Criminal Policy for Freedom (UBA).
  • Lecturer and co-coordinator of the diploma programmes of the Universidad Nacional de Mar del Plata together with Cooperativa Liberté and ULib, and of the Diploma in Penal Execution and Prison Affairs at Universidad de San Isidro.
  • Lecturer in the course «Introducción al Derecho de Ejecución Penal» (Introduction to Penal Execution Law), Asociación Pensamiento Penal virtual campus (2026).
  • Trainer for the Buenos Aires Provincial Prison Service (2021-2023) and the National Public Defender's Office (2020-2023).

Featured Projects

  • Victim Assistance Fund (FAV): I coordinate this programme, which repairs the harm caused by crime through reparative actions funded by Cooperativa Liberté.
  • Conflict Prevention and Resolution Committees: I am a member of those of Units 15 (Batán) and 21 (Campana) and of the «Mario Juliano» Committee at the Marcos Paz federal prison, which facilitate restorative processes and improve daily coexistence.
  • «Víctimas por la Paz nos une»: creator and coordinator of this programme in prison settings.
  • Restorative Encounters: facilitator of encounters between victims and offenders in landmark restorative justice cases in Argentina.

Pioneering Work in Restorative Justice

  • First restorative encounter between an indirect victim and adult offenders (homicide, 2017).
  • First restorative encounter between an indirect victim and an offender who committed the crime as a minor (double homicide during a robbery, 2019).
  • First conciliation in a federal case involving victims: "Martins, Jeremías y otros s/ Daños" (2020).
  • Integral reparation in the federal case "Seoane Heredia, Jorge Tomás s/ daño agravado" (2021).
  • First restorative encounter in Argentina with surrogate victims (restorative circle) in the case "A.C.M s/ Lesiones graves" (Buenos Aires City, 2023).
  • Collective accountability of offenders and groups of victims within the FAV project (2021/2022).
